The 2020 book, RECONOMICS: The Path To Resilient Prosperity, recommended that cities integrate their revitalization and resilience efforts for greater efficiency and efficacy.
This is a natural fit, since both revitalization and resilience are best achieved via the same actions: repurposing, renewing and reconnecting the area’s existing natural, built and socioeconomic assets (AKA the reliable 3Re Strategy for revitalization and resilience).
Infrastructure (both grey and green) is often the best primacy focus for such efforts.
On February 2, 2023, the city of Mobile, Alabama did exactly that when they released their comprehensive Five-Year Plan for Capital Improvement Projects (CIP).
It will public infrastructure renovation, climate resilience and community revitalization efforts through 2027.
This latest Five-Year CIP Plan outlines in detail more than $200 million dollars in planned projects scheduled to take place between 2023 and 2027.
It includes City projects funded through the Capital Improvements Program established in 2016, as well as others funded with federal, state and local dollars.
The 2023-2027 CIP Plan updates and expands upon an initial Five-Year CIP Plan released in 2022.
Improvement projects in the CIP plan are broken down into categories for transportation, parks and greenways, environmental protection, resiliency and City facilities.
In addition to information about individual projects, the plan details the process used to select, prioritize and fund capital improvements.
Also as recommended in the 2020 book, RECONOMICS: The Path To Resilient Prosperity, this dynamic “living” document is updated annually as capital projects are added, funded and completed.

Creating and updating this document requires hard work and collaboration between City staff members and the Mobile City Council.
“Having a detailed and transparent CIP Plan helps the administration and the City Council prioritize and organize projects that have the greatest impact on citizens,” Mayor Sandy Stimpson said.
“From roadway and sidewalk improvements to facility upgrades and environmental restoration, the projects outlined in this CIP plan will have a direct impact on Mobilians’ quality of life over the next several years,” he concluded.
The detailed plan is now available to help guide local capital improvements through 2027 and provide Mobilians with a roadmap of the City’s current and future goals.
