RFP: Redevelopers needed to revitalize San Francisco’s historic Embarcadero piers

The Embarcadero Historic District (Historic District) is an integral part of San Francisco, California’s highly distinctive waterfront. The nationally listed district is recognized for the integrity of its historic resources.

As the steward of the Historic District, the Port of San Francisco is a key agency responsible for advancing solutions to address Historic District risks, which include potential damage from earthquakes and flooding and from deterioration due to lack of investment. Of the historic buildings listed in the National Register, 6 have undergone significant rehabilitation and/or seismic retrofit, 2 have been demolished, and 16 need significant repair.

On February 25, 2019, it was announced that the Port of San Francisco plans to seek redevelopers to revitalize up to four historic piers and two other structures on the city’s northeast Embarcadero.

The Port Commission will issue requests for proposals some time this year to redevelop Piers 19, 23, 29 and 31, along with shed buildings at Piers 19½ and 29½. Possible new uses for the sites, which total 540,000 square feet, include retail, restaurants, recreational facilities, nonprofit and arts space, schools and offices.

Four other piers south of the Bay Bridge—26, 28, 38 and 40—could be redeveloped through a subsequent request for proposals.
