RFP: Revitalize Massachusetts community’s downtown by reusing & redeveloping former fire station and public works facility

The Town of Topsfield, Massachusetts has released their Request For Proposals (RFP) for the sale and reuse of 10 School Avenue, a Town-owned property located in the heart of downtown Topsfield.

The Town building located at 10 School Avenue was the former Topsfield Highway Garage, used by the public works department and prior to that it was the Topsfield Fire Station, used by the Town’s fire department. Currently, the property sits empty.

Over the last two years, the Town Administrator, the Select Board and the Economic & Community Development Committee have been working together, with continual input from the community, to determine how Topsfield can make better use of this abandoned space.

In a December 2020 community meeting, there was a positive response and overall support from the community to activate the space. During the 2021 Town Meeting, the community approved both the rezoning of the property into the Business Village District and the potential sale of the property.

In June of 2022, the Town held its first annual Business Development Showcase inviting local developers, realtors and business leaders to learn more about economic development opportunities in Topsfield.

Now, in October of 2022, the Town is set to embark on the next phase of the project which is the release of the RFP for the sale and redevelopment of the property.

The deadline for submitting proposals in response to this RFP is 2pm on Thursday, November 17, 2022.
