RFP: Redeveloper is wanted to repurpose & renew historic downtown bank building (NC)

The City of Henderson, North Carolina is soliciting proposals from those qualified to redevelop a downtown historic structure located at 215 S. Garnett St. (PIN 0001 03017), and locally known as the First National Bank building.

The property is on the National Register of Historic Places and is also eligible for Opportunity Zone tax incentives. The City’s primary objective is the thoughtful renovation of the building, which reuse should support downtown revitalization by encouraging increased work, play and/or stay within the City and its downtown.

The chosen applicant will receive title to the building and will be expected to execute their proposed vision for reuse within a time period acceptable to both the City and the applicant.

Qualifications/Experience:
This request for proposals is open to the general public; however preference will be given to applicants who possess documented experience with projects of a similar size and scope; or the ability to retain consultants possessing such attributes; and a willingness to provide continuous night time façade illumination.

Proposal Requirements:

  1. Applicant’s name, address, project contact person, telephone and e-mail contacts
  2. Name and addresses of the project team members and their pertinent resumes
  3. Detailed description of the proposal including any required incentives and their source(s)
  4. Earnest money deposit of one thousand dollars, ($1,000), refundable if proposal not accepted
  5. Receipt of the applicant’s complete proposal by the City no later than the close of business on Thursday, September 5th, 2019
  6. Please note that your proposal, if accepted, is subject to an upset proposal process from those applicants responding to this request by the stated deadline
