RFP: Repurpose and renew an old school to revitalize a Detroit neighborhood

The City of Detroit, Michigan is seeking proposals from qualified entities for this redevelopment opportunity in Northwest Detroit: Adaptive reuse of the vacant Holcomb Elementary School.

The project is located in Old Redford, north of McNichols Road and east of Lahser Road, near the Grand River corridor and the vibrant commercial area that is home to local businesses such as Sweet Potato Sensations, Motor City Java House, and the Redford Theatre.

The City of Detroit’s Housing and Revitalization Department (“HRD”) and Planning and Development Department (“PDD”) seek proposals from qualified entities for the purpose of redeveloping the former Samuel D. Holcomb Elementary School located at 18100 Bentler Street in Northwest Detroit (the “Holcomb School Site”).

Constructed during Detroit’s rapid expansion during the 1920s, the attractive single-story brick structure is nestled in a residential neighborhood lined with a lush protective tree canopy. In addition to renovating and reusing the school building itself, the City requests proposals that incorporate the use and activation of other publicly-owned properties adjoining the Holcomb School Site (the “Holcomb Grounds,” together, the “Holcomb Redevelopment Site”).

The intent of this Request for Proposals (“RFP”) is to retain an experienced and qualified developer who will submit a contextually appropriate and financially feasible plan to rehabilitate the Holcomb School building and reintroduce a strong anchor into the neighborhood. This RFP offers an opportunity to revitalize
an attractive iconic asset that will contribute once again to the vibrant Old Redford mixed-use commercial center

To be considered, all proposals must be received by 5:00 EST on Friday, December 15, 2017.

Schedule:

  • October 31 at 1:00: Optional Pre-Submission Conference for Holcomb School
  • November 3: Holcomb School and Neighborhood Site Visit
  • December 1: Deadline for submitting questions
  • December 15 at 5:00: Submission deadline for RFP responses

A neighborhood tour will take place on November 3, 2017.
