RFP: Restoration and reuse of historic Los Angeles theater (1.2 acres)

The City of Los Angeles Economic and Workforce Development Department (EWDD) is seeking proposals for the restoration of the historic Westlake Theatre 1.2 acre mixed-use site and seeks to enter into an exclusive negotiation agreement with the selected development team.

The project will include Theatre restoration and reuse principally as a live performance venue which may also accommodate special events not exclusively associated with the performing arts such as, award ceremonies, film/television shoots, private parties and dinners. The site includes adjacent properties under City ownership. The City is looking for proposals that can incorporate sufficient parking to serve the Westlake Theatre and will consider opportunities for a larger mixed-use Project.

The City welcomes proposals that incorporate housing, retail, hotel and/or other community-serving uses on the Site. The most qualified projects will incorporate a strong understanding of the unique urban fabric and historic and cultural assets of the Westlake community, will treat this Project as a place-making opportunity, maximize community benefits and be financially feasible.

In response to community requests, the development should consider opportunities to build in secondary supporting uses such as housing, arts education, college/institutional uses, street front activation with community-serving retail uses, as well as joint programming opportunities with the operator of the nearby MacArthur Park Band Shell and other design/use connections between the theater and the surrounding neighborhood and city park.
