In Ohio, Cleveland Heights is a diverse, progressive, inner-ring suburb of Cleveland, with approximately 46,000 residents. City leaders want to redevelop the dying 57-acre Severance Town Center shopping complex.
So, on June 21, 2019, the Cleveland Heights City Council issued a Request for Proposals (RFP) for a redevelopment plan. The RFP seeks to identify a qualified urban planning firm with whom the City can work collaboratively, to develop a Redevelopment Plan for the redevelopment of the Severance Town Center Mall property.
It is anticipated that the completed Redevelopment Plan will include, but not be limited to, recommendations on future land uses, zoning, design standards, review of and recommendations regarding the process for approving future development plans, and a detailed Market Study, which will be used to attract a future Development Partner with the track record and expertise to redevelop this property.
The Site is located southeast of the intersection of Mayfield and Taylor Roads, at 3640 Mayfield Road, Cleveland Heights, Ohio 44118, consisting of parcel numbers 683-25-001, 683-25-016, and 683-31-008.
The center currently houses Home Depot, Dave’s Market, OfficeMax and Marshalls, but 22 of the 40 storefronts are vacant. The council says it’s a “commercial strip center that has seen an overall decline in economic vitality over a number of years.”
The vision is to repurpose the site as a walkable mixed-use neighborhood. The city expects a modest overall population increase between 2019 and 2021, which might boost the chance of revitalization success at Severance.
Firms submitting redevelopment proposals are expected to include recommendations on future land use, zoning, design standards and a market study that could be used to attract a redevelopment partner.
“Redevelopment of this critical site is being pursued to provide significant amenities and opportunities for economic growth, and to once again establish Severance Town Center as one of the City’s most popular and vibrant commercial areas,” the city says.
Proposals are due by July 31, 2019.
