RFP: Waterfront brownfield in premium location available for redevelopment (MN)

Lot D is a 12 acre property offering one of the last raw assets on the bay in Duluth, Minnesota. The site offers 1,550 feet of waterfront as well as 675 feet of frontage on Railroad Street with premium views of Aerial Lift Bridge and Duluth’s Park Point. Lot D also benefits from access to the adjacent slip and the world’s furthest-inland freshwater port: Port of Duluth-Superior.

Duluth’s harbor continues to drive the local and regional economy as it evolves into a new phase. By attracting investment from both the public and private sectors, the area has diversified into mixed use. Canal Park has developed into an amenity-rich destination for tourists and pedestrians. The Bayfront, the Duluth Entertainment Convention Center, Amsoil Arena and Bayfront Festival Park have become the region’s epicenter for entertainment and sporting events. The evolution of Duluth’s waterfront now supports a tourist industry that generates over $780 million in annual economic impact.

Lot D is situated between Pier B and Compass Minerals, presenting the opportunity to serve as a transitional property between the industrial uses of the working harbor and the entertainment, dining and hospitality uses now on the waterfront—including the Pier B Resort and Hotel will feature 140 rooms, an indoor and outdoor event space, and the first truly-waterfront restaurant in Duluth all set to open in June of 2016.

There are known adverse environmental conditions present in the property, including necessary seawall-repair and soil-contaminant remediation. A Response Action Plan was completed in 2011 on the site conducted when initial plans called for a transient boat marina. The plan provides preliminary findings of the soil conditions. Due to the high-profile nature of this site, its important boundary location and extraordinary potential, DEDA will conduct a two-part RFP process. Part One of the RFP process provides developers the opportunity to submit development concepts and initial project designs for Lot D. Selected Part One proposals will then be invited to participate in Part Two of the RFP process—requiring detailed information regarding proposed structures and site and plan-specifics.
