RFQ: Mixed-use redeveloper wanted for historic downtown building + adjoining lots

In downtown Cheyenne, Wyoming, the Hynds building is almost a century old, and had been vacant for the past three decades. (The property that sits next to it is known as the Hole, and has been vacant for 14 years.) To rectify the situation, in June of 2018, the City Council Finance Committee recommended approval of $750,000 subsidy to redevelop both properties, known as the H2 project.

Now, in September of 2018, the Downtown Development Authority has issued a Request for Statements of Qualifications (RFP, Phase I) for the Hynds building, which sits at 1622 Capitol Avenue, plus adjoining lots.

Vision:

Providing the most qualified developer the opportunity to purchase and repurpose a long-vacant historic building and adjoining, contiguous two lots into a unified development. The outcome of this project should increase DDA (Downtown Development Authority) district density, foot traffic, vitality and parking.

This redevelopment project would need to create the infrastructure, environment and activity levels necessary to spur further revitalization of downtown Cheyenne and to maintain it as a viable, thriving area of residents, commerce and services. The outcome of this project is viewed as a catalyst to help spur additional downtown redevelopment projects.

Opportunity:

Mixed-use redevelopment of two Cheyenne Downtown Development Authority-controlled properties in the historic downtown. Located the on the “100% corner” in downtown, this project includes the Hynds Building, a 5-story historically significant building, and adjoining two vacant lots that are currently in the process of being replatted into a single parcel.

Programming to include ground floor commercial/restaurant activities; with developer-driven flexible programming on the upper floors of the Hynds Building.
Adjacent multi-level parking with storefront presence is suggested for the adjoining lot. The DDA holds transferrable options on these two pieces of property; with the goal of securing a unified development plan. The zoning is CBD (Central Business District) under the city’s UBC zoning code.
