The Iranian government and Tehran Municipality are about to launch their joint project to build 55,000 residential units in Tehran’s distressed areas. They are calling the initiatve the Pishgam Housing Plan.
A coordination meeting between the officials of Urban Development and Revitalization Organization as the government representative and Urban Renewal Organization of Tehran as the city’s urban management agency, took place in early December of 2017.
They discussed various aspects of the strategy, such as its legal process in the Cabinet and Money and Credit Council.
According to Tehran Municipality’s report, this organization will utilize its full potential to implement the Pishgam Housing Plan, which will first focus on Tehran’s older neighborhoods, and then expand to other cities.

The major transformation and changes in urbanization and urban development system has led to sort of disorder in the spatial-functional organization of Iran’s cities, especially the metropolises.
Since the 1960s, major changes have been made to the organizational structure of the cities, presenting most residents with significant mobility and quality of life problems.
In order to anticipate, prevent and address these problems, the Urban Development and Revitalization Organization (UDRO) of the Iranian Ministry of Roads and Urban Development (MRUD) was established.
URDO’s mission is to create sustainable, inclusive urban revitalization. Focusing on affordable housing in well-established-but-struggling neighborhoods is a good start.
