WANTED: Economic Recovery & Development Manager – Central African Republic

The International Rescue Committee (IRC) seeks an Economic Recovery & Development Manager for its Central African Republic operations.

The ERD Manager is the key position in assuring the quality of implementation among economic early recovery activities, livelihood and food security in Kaga Bandoro, the provincial capital of Nana Gribizi. The ERD manager will track the quality of ongoing programs and the launch of new activities.

He or she will work closely with the ERD coordinator in the development of project management tools including spending, procurement, M&E and training plans while also assuming the leading role ensuring these tools are being applied, adapted and updated by the teams in the field. This position will collaborate regularly with the M&E Coordinator and M&E officers in order to guide and retrieve relevant data for reporting.

The ERD program is rapidly expanding in Nana Gribizi with an emphasis on improving food-security, livelihoods restoration and diversification and ensuring women and girls have control over their resources. The position will be based in Kaga Bandoro with 25% travel to Bangui. The position will report to the ERD Coordinator and will liaise closely with the Area Program Coordinator (APC) in Kaga Bandoro.

REQUIREMENTS:

  • Agriculture, Economy, Business, or Management degree
  • Experience working in insecure work environments and understanding of personal and team’s safety and security needs.
  • Minimum 3 years of experience in assessing, developing, management/coordinating of ERD and/or food security projects in an international setting.
  • Demonstrated experience working on agriculture and/or vegetable gardening.
  • Demonstrated experience with WFP food distributions and reporting.
  • Experience with the VSLA and/or cash transfer programs including Cash-for-Work preferred.
  • Strong management, assessment, project planning, organizational, interpersonal, and communication skills.Experience in Africa required.
  • Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills.
  • Demonstrated ability in resource mobilization for emergencies/early recovery.
  • Strong written and oral communication skills, effective in representation and liaison with external parties.
  • Excellent computer skills in programs such as: MS Word, Excel, Powerpoint and mobile-device data collection.
  • Fluent in spoken and written French and working knowledge of English.

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

Present in the CAR since 2006 the IRC is currently expanding its Country Program (CP) to respond to the ongoing emergency response and develop programs for the early recovery stage in country. The CP is active in 3 locations across the country (Bangui, Bocaranga and Kaga Bandoro) and four sectors (Health, Food Security/Economic Recovery and Development (ERD), and Protection including women’s protection and empowerment (WPE), and Child protection). The team includes 10 international staff and around 180 national staff.
