WANTED: Neighborhood Development Director (North Carolina)

The City of Greensboro, North Carolina seeks a full-time Neighborhood Development Director.

This executive level position will have responsibility for ensuring compliance with all federal terms and conditions for City operated programs, and for federally funded projects carried out by private developers or non-profit agencies in addition to being responsible for production of a Citizen Participation Plan, Annual Action Plan (annual federal budget for housing development and preservation, neighborhood revitalization, economic development and mandated payments), Consolidated Annual Performance Evaluation Report (CAPER) and other plans, studies or reports as may be required.

The successful applicant will direct staff management of multi-jurisdictional (Greensboro/ Burlington/ Guilford County/ Alamance County) HOME Program Consortium which provides funding for multi-year housing strategies for participating jurisdictions as well as direct staff activities for management and administration of competitive grants for a variety of state and federal programs. The Neighborhood Development Director is responsible for oversight of administration and staffing for the Minimum Housing Standards Commission, which is a quasi-judicial, City Council appointed board charged with enforcement of Chapter 11 (Housing Code) of the Greensboro Code of Ordinances.

The qualified candidate will be responsible for the department in dealings with federal and state agencies including, but not limited to; US Department of Housing and Urban Development, US Environmental Protective Agency, US Department of Energy, NC Housing Finance Agency; oversee management and administration of the City’s annual federal (US Department of Housing and Urban Development) entitlement grant allocations (Community Development Block Grant, HOME Program Grant, Emergency Shelter Grant, and Housing Opportunities for Persons with Aids Grant).

Salary: $92,913 – $123,884/year
